Conditions for Membership
Any citizen of Tanzania who has attained the age of 18 years may, if he or
she accepts the creed, objectives and aims of Chama Cha Mapinduzi, become a
member of CCM.
A person admitted into CCM or who continues to be a member thereof, shall
satisfy the
following criteria:

Respects others.
-
Endeavours to understand, propagate,
defend and implement CCM ideology and
policies.

Believes that work is a measure of human
dignity and actively puts that belief into
practice.

Cooperates with others.
-
Is always in the forefront in the
discharge of public affairs, in accordance with CCM
Guidelines.
-
By his words and deeds, is constantly of
exemplary conduct; is trustworthy and is neither a drunkard nor a
loiterer.
-
Is either a peasant or a worker or is
engaged in any other lawful self-reliance activity.
A person who wishes to become a member, shall
fill in an application form and submit it to the Branch Secretary within his
or her residential area.
The Political Committee of the Branch
Executive Committee shall consider the application and
make the final decision.
CCM shall have a training programme for its
members on the beliefs, aims and objectives of
CCM policy in general.
A person who wishes to become a member is
obliged to do the following:

Pay a membership admission fee.

Pay monthly membership fees but may, if he
or she so wishes, pay at once membership fee for the whole year.

Pay any contributions as may be decided.
Rates for membership admission, monthly
subscriptions and other contributions shall be
prescribed by the National Executive Committee.
Membership shall cease upon:
-
Resignation.
-
Termination in accordance with the
provisions of this Constitution.
-
Expulsion in accordance with the
provisions of this Constitution.
-
Failure to fulfil membership conditions.
-
Joining any other political party.
A member whose membership ceases for any
reason, shall not be refunded the admission fee, membership subscription or
any other fee he or she may have paid.
Where a member who has been terminated or
expelled wishes to rejoin CCM, he or she shall have to reapply and submit
his or her application to the District Executive Committee or the party
organ which terminated or expelled him or her.
Where a member who has resigned wishes to
rejoin CCM, he or she shall have to reapply in
keeping with the membership application procedure laid down in the CCM
Constitution.
Every member shall be entitled to enjoy the
following rights:

The right to participate in all CCM
activities in line with the prescribed procedure.

The right to attend and express views at
CCM meetings in which he or she is entitled to participate in accordance
with the Constitution.

The right to be elected as CCM leader and
the right to elect his or her party leaders in
accordance with the CCM Constitution, guidelines and procedures.
-
The right to appear and defend himself or
herself before the relevant CCM organs in relation to any charges
brought against him or her, and the right to appeal to higher CCM
organs, if any, where he or she is aggrieved by the verdict given.

The right to have access to any CCM leader
subject to complying with laid-down procedures.
Every member shall have the following obligations:

To know that Chama cha Mapinduzi has
strength and capability which stem from the unity of its members, CCM’s
correct ideological line and its acceptability by the masses. Therefore
to defend and enhance these qualities is the foremost obligation of
every member.

To serve his or her country and all the
people by discharging his or her responsibilities without fear, ill-will
or favour for his or her own self, friends or relatives.
-
To devote himself or herself to the
elimination of poverty, ignorance, disease and injustice, and generally
to actively cooperate with others in building our nation.
-
To remain at all times a truthful,
trustworthy and loyal citizen of Tanzania.
-
To bear complete faith in and actively put
into practice CCM’s policy of socialism and
self-reliance.
-
To endeavour constantly to acquire more
education to the best of his/her ability and to put the education so
acquired to the service of all.
-
To exercise self- criticism and to accept
to be criticised so as to have correct orientation of CCM policy.
-
To pay membership subscriptions promptly
and never to be in arrears.
-
To attend CCM meetings which he or she is
entitled to attend.
